Biography
Habib Ymeri is an architect, urban planner and PhD researcher. He graduated in the Faculty of Architecture and Civil Engineering of University of Pristina, Department of Architecture. He works as an architect and urban planner in Kosovo. He has been part of the various research activities and forums organized by local and international institutions that have focused on urban developments in Kosovo, the region and beyond. Currently, he is doing the PhD research that explores the impact of changes in social-economic and the land tenure system on the urban planning system of countries in transition and the possible application of alternative urban planning methods in facilitating the process.

The potential use of the Land Readjustment as an alternative urban planning method in Kosovo

The research is focused on exploring the impact of changes in social -economic and land tenure system on the urban planning system in transition countries. Over the past decades, all transitional countries have made progress in their transformation from centrally-planned socialist economies to democratic and market-based systems. The transition introduced institutional reform and planning innovations in most of those countries. However, in many cases the governance modalities of former state control and closed decision-making processes have not been fully disassembled. The legal frameworks on urban planning and land management in those countries also remain challenging because many problems have their roots in the fact that the legal framework for urban planning does not correlate with the other laws in public administration. In general, the research will explore the possible application of Land Readjustment method as an alternative urban planning tool in the urban planning system in transition countries. Particularly, the research aims to explore the potential use of Land Readjustment as an alternative strategy in addressing urban planning and land management problems in Kosovo.
