Biography
Gerta Ismailaja graduated with a Master’s degree in Structural Engineering on July 2012, from Faculty of Civil Engineering of Tirana , at Polytechnic University of Tirana. Currently, working at the Ministry of Infrastructure and Energy, as head of sector of Property Expropriation. Gerta is a PhD candidate in the IDAUP Program, XXXII cycle. Assistant Lecturer at the Polis University in the classes of Geotechnical I and Geotechnical II. Gerta has been part of different working groups at Ministry of Urban Development, participating in several ex-appropriation committees regarding the drafting of DCM on Manual of Tariffs for Services on Territorial, Design and Supervision (which is changed after 20 years), drafting DCM of Housing Design Standards; Strategy for Monitoring and Implementation for the National and Sectorial Plans, in MoUD; Implementation of the Operational program for the Development Fund of the Regions 2017 – 2018, etc. She has participated in several International Conferences and Workshops dealing the policies on sustainable development. Her field of research includes urban morphology, as an instrument to draft enhanced land management indicators.

Policies in Sustainable Development; The Planning Evolution and its Future in Albania; Case Study: Korça Municipality

After the 90-ies Albania has had a chaotic and un-planned development. Since ’93 much considerations were given to planning instruments, however it wasn’t until 2013 that the concepts of sustainable development and integrated planning became part of the national policies. However there are still many social, cultural and economical challenges, as well as the very practices of “doing business”, of a country coming out of a prolonged chaotic planning history, that influence the practical implementation of such developments. The pillars of Sustainable Development are: •Political •Economic •Environmental •Social This historical backdrop as well as the recent administrative-territorial reform of 2015 that dissolved more than 373 local units into 61 municipalities, make the study of sustainable development policies and practices in Albania even more interesting. The purpose of the research is to use the knowledge formed through independent work and intertwine it with the university expertise, as well as feedback from the local level in order to produce a document that will aid Albania in its mission to protect her assets through the development, as well as to channel the undirected energy coming out of the rapid development of the country .
