IMPROVING ALBANIAN PUBLIC SCHOOLS TECHNOLOGICAL QUALITY. GUIDELINES TO A SUSTAINABLE SCHOOL.

The research aims to trace guidelines for the improvement of the Albanian schools’ quality, in terms of energetic performance, internal comfort and hygienic standards. Efficient and accurate actions are necessary to improve the situation of the existing ones and to provide best design solutions for the new ones to be built in a near future. The goal of having performing and green buildings, should be taken even more into consideration when it is related directly with public instruction, because of the immense value that these buildings have in education and in transmitting of civic values. In the last 25 years, public 9-year cycle schools (previously 8-year cycle) and high schools have encountered serious problems in fulfilling decent standards, due to their building quality common for all Albanian schools during Socialism. Also, the recently built ones, have failed to fulfil minimum standards. The main reasons why the Albanian schools’ quality is not in the decent levels is not directly related with the lack of renovation projects than the lack of attention toward sustainability. Also, the research aims to help the Albanian public administrations to have a clear comprehension of the quality of the schools they manage and to council them how to best-manage their scholastic building through specific interventions in relation with their budget. Aware that situation and economic possibilities may differ from district to district, the elaboration of the intervention strategies is expected impact positively in the building quality and eventually reduce the annual budget required for maintenance and, too. All these actions aim to guarantee the Internal comfort for students and teachers during the educational or recreational activities.
